اعتقد يا صديقي انك نسيت Begin و end

  IBQuery1.SQL.clear;
  IBQuery1.SQL.Add('update setup set m_2_m = 2 ');
  IBQuery1.SQL.Add(' where id = 2 ');
  IBQuery1.Active:= true;
end;

end;
end.

للاختصار من الكود الكثر اكتب

procedure TForm34.DBCheckBox13Click(Sender: TObject);
begin
IBQuery1.SQL.clear;
IF  DBCheckBox13.Checked = true  then
  IBQuery1.SQL.Add('update setup set m_2_m = 1 ')
else
  IBQuery1.SQL.Add('update setup set m_2_m = 2 ');
IBQuery1.SQL.Add(' where id = 2 ');
IBQuery1.Active:= true;
end;
end.

حيث انه لا داعي لوضع Begin و End في حال كان هناك جملة واحدة بعد if

اضافة صغيرة

يمكنك استخدام كلمة With لاختصار كمية الكتابة

begin
IF  DBCheckBox13.Checked = true  then
with IBquery1 Do
begin
 SQL.clear;
 SQL.Add('update setup set m_2_m = 1 ');
 SQL.Add(' where id = 2 ');

begin
with IBquery1 Do
 SQL.clear;
 SQL.Add('update setup set m_2_m = 2 ');
 SQL.Add(' where id = 2 ');
 IBQuery1.Active:= true;
end;

اعتقد انه هناك خطأ في كتابة الجملة الثانية حيث نسيت begin و End بعد With
